SITUAÇÃO ATUAL, PROBLEMAS E PERSPECTIVAS DA

AGROINDÚSTRIA CANAVIEIRA DE SÃO PAULO

SINOPSE: A agroindústria canavieira de São Paulo vem passando por um período de significativas mudanças que, ao que tudo indica, deverão se aprofundar no futuro próximo. Em grande medida isso se deve à sua necessária adaptação ao processo de desregulamentação por que vem passando, depois de um longo período de intervenção e, mais ainda, de apoio estatal. Este processo tem explicitado as debilidades de suas características estruturais básicas e vem tornando mais evidentes seus problemas, especialmente os de mercado de seus produtos principais (açúcar e álcool). O texto desenvolve a argumentação de que isso apenas pode encontrar uma perspectiva promissora se ela passar por uma efetiva reestruturação produtiva, cujos novos referenciais já estão postos. Conclui-se que uma nova institucionalidade, especialmente com relação a políticas públicas voltadas a ela, somente encontrará justificativa social se ela der a sua contribuição para a melhoria das condições de trabalho e de vida de boa parte da população brasileira, particularmente através da liberação de terras dos atuais latifúndios canavieiros.

CURRENT SITUATION, PROBLEMS AND OUTLOOK OF THE SUGAR CANE INDUSTRY IN SÃO PAULO

ABSTRACT: The sugar cane agro-industry from São Paulo has been going through a time of meaningful changes that are likely to deepen within the near future. This is, to a large extent, due to the necessary adjustments to its present deregulation process after a long period of interference and, moreover, state support. This process has been accounting for the weaknesses of its main features and has been evidencing its problems, specially those concerning the comercialization of its main products, i.e., sugar and alcohol. The present text argues that a promising outlook may only be found after an effective productive restructuring, of which the referencials are already set. As a result, a new institutional feature, mainly regarding the public policies aimed to this matter, will only find some social justification if it contributes to life and labour improvements in a significant part of the Brazilian population, particularly through the liberation of land from the present sugar cane latifundium owners.
