Há um processo de transformação em curso na indústria brasileira de sementes, principalmente nos segmentos de milho híbrido e soja. Objetivando explicar o processo de mu-danças tecnológica e institucional nesses mercados, este trabalho utiliza-se das abordagens institucional e de organização industrial. A pesquisa de campo realizada privilegiou a análise de seis grupos empresariais nacionais e transnacionais que atuam no setor de sementes e em biotecnologia agrícola. Nos dois mercados observa-se um acentuado intercâmbio científico e tecnológico entre empresas produtoras públicas e privadas, sejam estas nacionais ou transna-cionais. No segmento de milho híbrido ocorre um acentuado movimento de desnacionalização da produção. Já no segmento da soja, no qual a Lei de Proteção aos Cultivares tende a estabele-cer melhores mecanismos de proteção, também há presença de capital estrangeiro, porém em menor intensidade se comparado ao mercado de milho híbrido.

INDUSTRY: an analysis applied to the soy and hybrid corn markets
A transformation process takes place in the Brazilian seed industry, mostly in the hybrid corn and soybean segments. In order to explain the changes in the technological and institutional process of these markets, this project takes the institutional and the industrial organization approaches. The field research carried out herein dwelled on the study of six national and transnational active groups in the seed and agricultural biotechnology sectors. A scientific and technological exchange between national or transnational private and public companies is highly noticeable in both sectors. However, whereas the hybrid corn segment is moving towards denationalized production, the soybean segment, in which the Crop Producti-on Law tends to build better protection mechanisms, sees a far less intense presence of foreign capital.
