Após
a desregulamentação do setor sucroalcooleiro paulista, transformações
significativas
têm
ocorrido nas relações de poder estabelecidas entre os atores
que atuam nesta agroindústria. Estes aspectos delineiam uma estrutura
de governança sucroalcooleira onde o Estado assume um novo papel
e os atores privados, industriais e fornecedores de cana, formam arranjos
institucionais específicos. O objetivo deste trabalho é analisar
as metamorfoses da rede de poder sucroalcooleira paulista entre 1975 e
2003 e identificar os principais desafios para o setor atingir a autogestão.
Os resultados demonstram que, a partir da desregulamentação,
a associação que representa os interesses dos fornecedores
paulistas de cana eleva seu poder de aglutinação na rede
estabelecida e os industriais encontram dificuldades para orquestrar interesses
específicos. Por outro lado, os atores sucroalcooleiros têm
demonstrado um baixo enforcement para melhorar a governança vigente,
dificultando a autogestão.

The
deregulation of Sao Paulo state´s sugar and alcohol sectors brought
significant
modifications
to the power relationships established among the actors in this agro industry.
These
aspects delineate a governance structure in which the State assumes a new
role. The
private
actors, industrialists and sugar cane suppliers create specific institutional
arrangements. The purpose of this work is to analyze the metamorphoses
of Sao Paulo´s sugar and alcohol power network over 1975-2003 and
identify the main challenges the sector faces to reach self-management.
The results demonstrate that, as of the deregulation, the association advocating
the interests of Sao Paulo state's cane suppliers improved its cohesion
power in such network and the industrialists find it difficult to orchestrate
specific interests. On the other hand, the sugar and alcohol sector´actors
demonstrated a low enforcement capacity to improve the governance in effect,
thus hindering self-management.
